Shrinking Development, Rising Vacancies in Regional Polish Offices

Despite a decrease in new office construction, major Polish cities outside of Warsaw still anticipate more office space than the capital. By the end of 2023, regional vacancy rates reached record highs.

Office take-up hits a record high in Polish regional markets

According to a recent report published by Newmark Polska, total office take-up in 2023 in the largest Polish regional cities surpassed 741,300 sqm - an increase of almost 19% year-on-year and 7% from the pre-pandemic 2019 peak. Meanwhile, issues related to ESG, functionality improvements, efficient office space management and optimisation of lease costs have filtered through into the vocabulary and strategies of tenants and developers alike.

Nearly 75% of new offices in Warsaw are built in Wola distrcit

As of the end of 2023, Warsaw remains the leader in Poland’s office market, but the 61,000 sqm (-74% y/y) completed in the last 12 months was one of the lowest results in its history, says Axi Immo. The developer’s lower activity period seems to be over, as by 2026, some 150,000 sqm of new supply should be delivered each year. After a very good 2022, 2023 was not much worse. Between January and December 2023, tenants signed contracts for about 750,000 sqm, meaning the total volume of transactions was slightly 13% lower than the year before. Continued low supply in 2023 and stabilizing demand reduced the vacancy to 647,000 sqm (-11% y/y).

LIXA E office building in Warsaw gets use permit

The LIXA E office building, built as part of the office complex near Warsaw’s Daszyński Roundabout, has been granted a use permit. The building developed by Yareal Polska has provided the Warsaw market with almost 18,000 sqm of office space.

Warsaw office market faces supply challenges

Only 60,900 sqm of office space was completed in the Polish capital in 2023, the lowest total in the history of the Warsaw office market. Savills also notes that development activity in Warsaw picked up in the second half of last year in response to a prolonged period of undersupply. In the most optimistic scenario, approximately 445,000 sqm of new office space will be delivered onto the Warsaw market in 2024–2026.

Imagine office complex in Wrocław to be refinanced

Avestus Real Estate has signed a loan agreement to refinance the Imagine office complex in Łódź. The loan for a total of €23.9 million was provided by mBank S.A.

In 2024, the flexible office specialist expects operators to continue to seek best-in-class spaces with a greater focus on amenities and sustainability offerings.

Natek joins tenants at Infinity office building

NATEK, a CEE market leader in outsourcing services and IT professionals, has joined the tenant roster of the Infinity office building. The company will move into the building at ul. Legnicka 16 in Wrocław in May 2024 and its offices will be arranged on 700 sqm of modern space, located on the 5th floor.
